    I chose an article extracted from the Guardian, written on the Wednesday Thirtieth July by Graham Keeley and entitled “Spain to cut speed limit in bid to reduce oil imports”. This article examines the economic problems encountered by Spain because of rising fuel costs and presents the different measures proposed by Spain's socialist government in order to struggle against these problems.
    Nowadays, all the countries in the world are concerned by the phenomenal rise of oil price but Spain is especially encountered. Indeed, as it is said in the article, among European countries, Spain has the highest dependency on fossil fuels, that is, hydrocarbons found within the top layer of the Earth’s crust (oil, natural gas, coal) and thus, Spain spends a lot of money for oil import. For example, we can read that, last year, the country spent 17 milliards importing oil.
    That’s why, Miguel Sebastián, the industry minister, presented a governmental plan whose the aim is to reduce Spain's oil imports by 10% per year what would represent a saving of 4,14 milliards euros.
    This plan, which concern all activity sectors, includes several measures, about thirty. The mains measures are presented in the article. There are two measures very important.
    The first one and certainly the most outstanding is the lowering of speed limit. Speed limit is to be reduce on dual carriageways outside major cities by 20%.
    The second is the substitution in the houses of the traditional bulbs, electricity guzzlers, by free energy-saving light bulbs. For this project, the government will hand out 49 millions free energy-saving light bulbs – two for each household.
    The article states many other measures such as the reduction of public lighting up to 50%, the later opening of the metro system in many cities in order to encourage people to take public transports, the manufacture of electric or hybrid cars, the utilisation of biofuels by Spanish government vehicles... The governement wants also to reduce the electricity consumption in public buildings. That’s why temperature won’t have to fall under 21 degree celcius and to rise beyond 26 degree celcius, summer as winter.
    Here are the main measures.
    But the article explains that this plan doesn’t delight everyone. Indeed, people are not always energy conscious. That’s why, people like Manolo from Madrid don’t understand why the minister wants to cut his speed. He said : “People would be honking their horns all the time if they had to go that slow.” We can so wonder whether the introduction of such measures is really possible.

    I have finished my summary, so let me explain to you why I've chosen this subject in general and this article in particular.
    I chose a subject which talks about the problems created by the rising oil costs because I think to be very concerned. Indeed, fuel price reached records this summer. For example, in New York, barrel price of Light Sweet Crude Oil exceeded 145 dollars at the beginning of July whereas it just exceeded 50 dollars at the end of January 2007. And this increase particularly affects young people who have just obtained their driving licence. Fuel problem is a problem which is suddenly unveiled in front of us. Me, when I obtained my driving licence, I was very happy and I said : “This summer, I will go here, there, here...”. A single crossing of the service station was sufficient to calm me. I so learnt to limit my displacements and my speed, to always try to organize “covoiturage” , etc…
    More generally, oil is an important and current economic problem of which we speak a lot these last days and we will be compelled, that we want it or not, to regulate it. I found so this subject interesting for us.
    I chose this article in particular just because I found it very complete and synthetic. It presents the problem, it gives solutions and it denounces the difficulties to institute them.
    More over, the case of Spain seems to me to be a good example because, I already told it, Spain is the country the most dependent on fossil fuels among all European countries. We can indicate here that 17 milliards euros (the Spain annual expense for oil import) represents 1,55% of the gross national product. It is enormous and we can so say today that Spain is experiencing an economic crisis. We can nevertheless point out that, thumbnail, measures are also set up in France. For example, we can see on french motorways sentences such as “Moins vite, moins cher” that is “less quickly, less expensive” which aim at make us reduce our speed. We can also find sentences such as “Pollution. Speed limited to 80km/h”. Another problem appears here : the pollution problem. This article indirectly incites us to talk about this problem. For example, we know that the project with the free energy-saving light bulbs, beyond pecuniary economy, would enable a decreasing of CO2 rejection. 2 millions tons wouldn’t to be rejected what isn’t inconsiderable for environment.

    - several measures, about thirty: enlever "several" et mettre à la place "about thirty".
    - mains: jamais de"s" à un adjectif.
    - there are two measures very important: there are two measures which are important.
    - reduce: à mettre au participe passé.
    - will hand: is going to hand.
    - utilisation: mot français.
    - people are not always energy conscious: conscious about energy.
    - his? "his" renvoie à qui?
    - I chose: present perfect.
    - i think to be very concerned: i think that i am very concerned.
    - reached: present perfect.
    - enlever "me".
    -i so learnt: mettre "so" avant learnt (c'est un mot de liaison).
    - we speak: present be+ -ing.
    - i already told it: present perfect.
