Since Oxford gives the example "She is bilingual in English and Punjabi.", I'm changing my answer. But in American English, it's more common to just say "I'm bilingual: I speak English and Spanish fluently".

Il me semble que "to be fluent in" signifie "être à l'aise avec; parler couramment.."
Alors que "bilingue" signifie parler deux langues...ce qui n'est pas le même sens,non?
I'm fluent in English= je parle couramment l'anglais.
I'm bilingual= je parle deux langues; je suis bilingue.
Is that right?

I would tend to agree with dolfine that the two are not the same. Though I don't think we could really say "I am bilingual in French and..." It's perhaps the case that there's not so much of a subtle difference in English. I would say "I speak French and... fluently" for both "je parle couramment..." and "je suis bilingue en..."

You could say :
My mother tongue is French (si tu es française) and I am fluent in English (si tu parles couramment anglais).
Si par contre tu es vraiment bilingue, tu peux dire I am bilingual in English.

You can't be bilingual in English.
You have to talk about 2 languages; you can be bilingual in English and Italian/German and French,etc.
