    What do you think of ABCs as contracts and tools to fight anti-social behaviour ? Can you think of provisions and requirements you would like to set out in ABCs in some circumstances ? “There will be cases where an immediate ASBO application is the more appropriate intervention”. When, in you view, would an ASBO be more appropriate than an ABC as an immediate intervention ? What about applying ABCs in France ?

    Essay :

    There are a variety of factors which increase the risk of anti-social behaviour. The term anti-social behaviour covers a wide range of selfish and unacceptable activity that can blight the quality of community life. Terms such as ‘nuisance’, ‘disorder’ and ‘harassment’ are also used to describe some of this behaviour. That’s why, the Government should continue to address anti-social behaviour by ensuring young people are given opportunities and by challenging ‘problem families’ to accept support to change their behaviour.
    Moreover, anti-social behaviour ruins lives. It doesn’t just drive life unpleasant; it prevents the renewal of disadvantaged areas and creates an environment where more serious crime can take hold. Therefore, to my mind, ASBO may be ordered in response to conduct which caused or was likely to cause harm, harassment or distress, and where it’s seen as necessary to protect relevant persons from further anti-social acts by the Defendant.
    Nevertheless, defining behaviour as antisocial depends on a number of factors including context, location, community tolerance and quality of life expectations. Obviously, most of examples of anti-social behaviour can be tackled by ASBO or ABC, and it’s necessary to decide which of them it might be appropriate to go for in any particular case. Indeed, there is also evidence that ASBO could be used where people have problems where other treatment would be more appropriate, and this system could criminalise behaviour that is otherwise lawful.
    Regarding the France, a lot of groups prevent inhabitants from doing anti-social manner before to remind them of law. For example, in the suburbs, most people live in deprived areas with disorder and neglect, lack of community spirit. Giving those people live in areas with an already high-level of anti-social behaviour, some mediators try to warn and advise the individuals whose actions are not necessarily criminal but are nevertheless causing harassment.
    Indeed, to my mind, people have an idea of what is an acceptable standard of behaviour, and if these standards are to be meaningful then infringements and breaches of these standards needs to be challenged and dealt with. The key is the enforcement of standards. Some of the most effective interventions are those that engage the individual and lead them to change their own behaviour.
